ABOUT US

JUST RUSSIA PARTY is the largest left party in Russia consisting of more than 400 000 members. The party is represented in 82 Federal Subjects of the Russian Federation where we have our regional branches.

JUST RUSSIA PARTY has a Parliamentary Group in the State Duma (Lower Chamber of Russian Parliament) consisting of 38 members.

Twelve of our party members represent Russian regions in the Federation Council (Upper Chamber of Russian Parliament).

The party is also represented by 309 deputies in 66 Regional Legislative Assemblies of the Russian Federation and in 49 of them we have our own factions.

The Chairman of JUST RUSSIA PARTY Sergey Mironov holds the post of the Chairman of Federation Council of the Russian Federation.

Members of our Parliamentary Group Elena Mizulina and Valeriy Chereshnev are the Heads of two Committees of the State Duma, the Committee on Family, Women and Children Affairs and the Committee on Science and High Technologies, respectively.

 

HISTORY

 

On august 29, 2006 in the press-center of the weekly newspaper Arguments and Facts leaders of three Russian political parties Alexander Babakov, Sergey Mironov, and Igor Zotov signed the first Agreement on Fundamental Principles of Uniting the Party «RODINA» (Motherland), the Party of Life, and the Party of Pensioners. This document laid the foundation of establishing a new political party in Russia.

Two months later on October 28, 2006 JUST RUSSIA PARTY was formed at the Congress which united mentioned above parties. On this Congress Sergey Mironov was elected as the Chairman of the new political party.

By the decree of the Party Chairman the 28 of October 2006 was declared as the Day of the Party Birth.

In 2007 another four political parties, the People’s Party of Russian Federation, the United Socialist Party of Russia, the Party of Entrepreneurship Development and the Party of Constitutional Democrats joined JUST RUSSIA.

On December 2, 2007 JUST RUSSIA crossed the 7 percent threshold for eligibility to win seats in the State Duma of V convection at General Election and became the parliamentary party.

On June 30, 2008 XXIII Social International Congress approved the membership of JUST RUSSIA PARTY in theSocial International.

In 2008 the Party of Social Justice and the Green Party also joined our party thus JUST RUSSIA hasbecome the union of 9 left political forces.

IDEOLOGY

 

We came in politics to build a fair, free and solidary society in Russia, to provide the social security and to make authorities responsible to the people for real.

The strategic aim of our party is to gain the intellectual, cultural, and then economic leadership of our country. In this task we see the guarantee of prosperity, self-sufficiency and security of our people.

Human beings with their needs, anxieties and hopes are the central part of our ideology. We strive for the becoming “Human Dimension” the main criterion of every state decision.

Increase of wages, protection of vulnerable groups, accessible education and public health service, the support of science and culture are priorities of our party in the social policy.

We consider the New Socialism as the project of the future of Russia, which conforms with the worldwide tendencies as well as with the spiritual tradition of people which is the firm basis of national agreement on the way to the future.

 

INTERNATIONAL ACTIVITY OF THE PARTY

 

Socialist International

 

On June 30, 2008 XXIII Socialist International Congress approved the membership of JUST RUSSIA PARTY in the Socialist International providing our party with the Observer Status. The membership in such prestigious international organization which unites more than 170 social-democratic, socialist and labor parties and organizations from 130 countries is an opportunity to be the part of the world-wide socialist movement. Our party shares the principals and goals of the Socialist International and appreciates greatly the possibility to exchange information and experience in the frame of this organization.

Our party leader Sergey Mironov is a member of the Socialist International Commission for Sustainable World Society headed by the ex-President of Chile Ricardo Lagos and the former Prime Minister of Sweden Goren Persson.

The composition of the Commission also includes many other famous politicians from different countries. The main objective of the Commission is the developing joint proposals for solving important global problems such as climate change, energy and state administration.

Anatoly Aksakov, member of the Board of the Central Bank of the Russian Federation and member of our Parliamentary Group in the State Duma, is a member of the Socialist International Commission on Global Financial Issues which is headed by Professor Joseph Stiglitz, recipient of the Nobel Memorial Prize in Economic Sciences in 2001.

We actively work at the New Socialism theory. JUST RUSSIA PARTY conducted three International Socialist forums: “Socialist Alternative is the Solution of Social Problems of the XXI Century” (November 2007, Moscow), “Socialist Strategy - the Stable Development of the World Community in the XXI Century” (May 2008, Moscow) and “Strategies of Overcoming the Global Economic Crisis. Socialist Viewpoint” (June 2009, Moscow).

The last Forum was attended by representatives of 32 foreign social democratic, social and labor parties and 8 international NGOs from 23 countries of Europe, Asia and Latin America. Among the representatives were members of Russian and foreign parliaments, scientists and cultural workers. Luis Ayala, Secretary General of the Socialist International also attended the Forum.

International cooperation

 

JUST RUSSIA PARTY has developed good working relations with the leading member parties of the Socialist International. Our party leaders had meetings and negotiations with leaders of social democratic and socialist parties from Finland, France, Germany, Spain, Sweden, Czech Republic etc.

In January 2008 delegation of JUST RUSSIA PARTY participated in the Congress of SAMAK in Stockholm. This organization unites social-democratic parties and trade unions of the Baltic countries.

We also collaborate actively with the Chinese Communist Party.

We established good relations with different foundation such as Olaf Palme Center (Sweden), Rosa Luxemburg Foundation, Friedrich Ebert Foundation, Alfred Mozer Foundation (German), Kalevi Sorsa Foundation (Finland), the Moscow office of the National-Democratic Institute (USA) and others.

Cooperation with the European Union and the Party of European Socialist

 

The European Union is a basic political and economic partner of Russian Federation. That is why JUST RUSSIA PARTY pays much attention to the strengthening the relations with the Party of European Socialists.

In April 2008 JUST RUSSIA PARTY’s delegation, headed by Nikolay Levichev, visited Brussels where our representatives have talks with Poul Nyrup Rasmussen, the President of the Party of European Socialists and with Martin Schulz, the Chairman of the Socialists Group in the European Parliament. As a result of this meeting the Memorandum about Mutual Understanding between JUST RUSSIA Parliamentary Group in the State Duma and the Socialists Group in the European Parliament was signed for the first time in the history of Russian parliamentarism.

In December 2008 the delegation of JUST RUSSIA attended the meeting of the PES Council, held in Madrid, Spain.

In April 2009 the international conference “The Role of Parliamentary Institutions in the Development of Russian-European Relations: the Position of Social Democrats" was heldin the State Dumaby JUST RUSSIA Parliamentary Group jointly with the Socialist Group in the European Parliament. The event was dedicated to the anniversary of signing a Memorandum of Understanding between our parliamentary groups.

On September 2009 the International Round Table “The Perspectives of Political Cooperation Between the Russian Federation, the European Union and the United States of America” was organized in the State Duma by JUST RUSSIA faction in cooperation with the Progressive Alliance of Socialists and Democrats in the European Parliament.

This all shows that our cooperation becomes stronger and involves more and more peoples and relevant topics for discussing and fields where we can cooperate for mutual benefit of Russian and European people.

 

Strengthening the relationship between the centre-left parties of the CIS

Countries of the CIS are the main priority of international policy of the Russian Federation. JUST RUSSIA PARTY cooperates actively with the left parties of the former Soviet republics. In particular, JUST RUSSIA has signed bilateral agreements with the Armenian Revolutionary Federation «Dashnaktsutyun», the Social-Democratic party of Moldova (SDPM). We organize and participate in bilateral and multilateral evens of social democratic, socialist and labor parties of the CIS.

On 8 February 2010 JUST RUSSIA held the First Forum of the Socialist and Social-Democratic Parties of the CIS Countries «Our Common Goal is Justice and Solidarity». This event was organized by initiative of our partners in the CIS who had attended our IV Congress in June 2009. 14 Parties of CIS wished to cooperate in the frame of the Forum. Here they are JUST RUSSIA Party, the Social-democratic Party of Azerbaijan, the National Socialist Party of Azerbaijan, the Armenian Revolutionary Federation “Dashnaktcutyun”, the Belarusian Left Party “Just World”, the Belarusian Social-Democratic Party (Gramada), the Belarusian Republican Party of Labor and Justice, the Kazakhstan Democratic Party “Adilet”, the Socialist Party of Kyrghyzstan “Ata-Meken”, the Social-Democratic Party of Kyrghyzstan, the Democratic Party of Moldova, the Social-Democratic Party of Moldova, the Socialist Party of the Ukraine, the Ukrainian Party “Justice”.

All parties’ representatives decided that this Forum has become the good beginning of the close cooperation between centre-left parties on the territory of the former USSR. And it will serve not only to strengthening socialist forces of the CIS but the strengthening socialist ideas all over the world.

A JUST WORLD INSTITUTE

A Just WorldInstitute was established in 2008 as an autonomous non-commercial organization. It is designed to assist developing civil society institutions. The Institute supports initiatives and projects which are aimed at developing democracy and draw interest of the civil society to the political and social life of the country.

A Just World Institute is a research center and a place for public discussions of the current burning issues. Prominent politicians and researchers are deeply involved in the Institute’s activities.

The Mission of a Just World Institute is to promote the basic values of social democracy and justice through variety of Russian and international projects and programs. A Just Worldunderstands justice as the benchmark of defining and solving modern world problems.

Major Goals of the Institute:

-   Developing civil society culture in the Russian Federation

-   Assisting in the transformation of the Russian Federation into a welfare state

-   Supporting public initiatives and voluntary movements

-   Developing multilateral cooperation with international social and social-democratic organizations

Main activities of the Institute:

-   Social, economic and political monitoring in Russia

-   Assisting NGOs in developing a welfare state and establishing the social democratic principles in Russia

-   Establishing social dialogue between various strata of society, and assisting in overcoming the social disparity between different groups of population

-   Participating in discussions and negotiations aimed at reducing social tensions and minimizing conflicts

-   Assisting in consolidation and raising effectiveness of local self governments

-   Securing cultural identity and self–determination of local ethnic groups

-   Introducing respectful attitudes to the ways and traditions, morals and ethical standards of different ethnic groups

-   Supporting the development and utilization of research-based and energy-efficient technologies; supporting a sustainable development strategy

-   Establishing contacts and dialogue with similar-oriented international organizations, including funds, NGOs and research institutions

-   Developing intercultural communication and bringing together citizens of different nations and cultures

 

CURRENT PROJECTS OF THE INSTITUTE

Centre for International Projects and Programs

The main activity of the Center is to develop and implement joint international projects and programs that reflect goals and principals of the Institute. The Center holds international conferences and seminars with the participation of Russian and international experts; establishes and develops contacts with funds and research organizations which are close to socialist and social-democratic parties of the world including European Network of Social Democratic Funds (ENSDF); translates and publishes works of foreign authors who write about issues of social justice and social democracy; organizes summer schools for Russian and foreign youth.

Vadim Belov – Editor-in-Chief

This is a Just World Information Edition which main purpose is to research contemporary social, political and humanitarian problems in Russia and abroad as well as theory and practice of left movements over the world. This magazine represents different points of view of those who united by left ideology but has nothing to do with radical or revolutionary extremists.

Expert Council

The mission of the Expert Council is to provide research or analysis on different issues including social transformations in the Russian society; media communications in politics; conflict factors and various social threats; electoral social and political behavior as well as consulting authorities, businesses and civil society institutions.

Public Dialogue Political Meetings Centre

Political Lounge is a place for public dialogue. Conferences, round tables, seminars, public lectures on topical political, social or cultural issues, press conferences, meetings, public exhibitions, presentations, festivals or other events are held there.

The Institute Library

The library stock introduces experts to new ideas in the field of social democracy and welfare state, as well as to the theory and practice of international social democratic movement. It also provides for public education in the field of social and political rights, civil initiatives, legal and political culture.

CHAMBER OF JUST RUSSIA DEPUTIES

 

On June 2009 the Presidium of Central Council of JUST RUSSIA PARTY decided to establish the Chamber of JUST RUSSIA PARTY Deputies with the purpose to bring together all the federal, regional and local deputies of JUST RUSSIA to assist Party with the realization of the Party Program, to coordinate the work of the Party Executive Bodies and party deputies, to exchange of deputies’ experience in legislative work and to realize the unified strategy of legislative activity of party deputies.

The Chamber includes the Federal Council members, the deputies of JUST RUSSIA faction in the State Duma, the deputies of the legislative (representative) bodies of the constituent territories of the Russian Federation and deputies of local authorities’ representative bodies. Total membership of the Chamber counts more than 3200 deputies.

General management of the Chamber’s activities is carried out by the Chamber Council, collective continuing body, headed by its Chairman Sergey Mironov.

THE UNION OF SUPPORTERS OF JUST RUSSIA

 

The All-Russian Nongovernmental Public Organization the Union of Supporters of JUST RUSSIA was established in 2007 by signing the agreement between three NGOs: the All-Russian Public Organization “National-patriotic association “RODINA” (50 000 members), All-Russian Public Organization “Russian Pensioners” (112 000 members) and All-Russian Public Movement “The Charter of Live” (150 000 members).

Today the Union consists of 15 National and 4 Regional NGOs and has become an “institution of candidacy for the Party members”, and Party’s public and organizational resource.

THE PARTY AND CIVIL SOCIETY

JUST RUSSIA PARTY supports the development of civil initiatives and social partnership with non-government and nonprofit public organizations.

In November 2007 the party held the Forum “Civic Society for Fair Russia!” It was supported by 200 public associations which represented interests of pensioners, women, people with disabilities, soldiers and members of their families, young people, businessmen and environmental organizations.

The main purpose of such collaboration is the unification of efforts for the protection of rights and interests of the Russian citizens.

Nowadays the party cooperates closely with 57 NGOs.

Organizations of people with disabilities and veterans

 

The party pays considerable attention to the support to people with disabilities and veterans. We collaborate with The National Society of People with Disabilities, The National Society of the Deaf People, Charitable Center of the Active Rehabilitation of People with Disabilities «Preodolenie» (Overcoming), Association of organizations of Young People with Disabilities. Today membership of these organizations is about 2,5 million people and its branches are represented practically in all regions of Russian Federation.

Alexander Lomakin-Rumyantsev, the leader of the National Society of People with Disabilities, is a member of JUST RUSSIA Faction in the State Duma.

Female organizations

 

We pay considerable attention to the protection of interests and rights of women and children, and advocate strengthening family values in the Russian society. Our partners are the Public Movement for Supporting to Family, Motherhood and Childhood “The Beam of Hope”, the FemaleMovement for National Health, the Russian FemaleUnion of Naval Fleet “Female Dialogue”, the Russian Union for the Healthy Child Development, the Charitable Public Fund “Planet of Children”.

Youth organizations

 

Our party believes that it is very important to involve young people in active political work. The party’s youth sector is represented by the Young Socialist of Russia and Interregional Youth Non-Government Organization “League of Justice”.

The Young Socialist of Russia accounts over 50 000 members and is represented in 72 Russian regions.

Dmitry Gudkov, the leader of the Young Socialist of Russia: “Socialism for us is not Soviet administrative system that equates socialism with crab mentality. New Socialism for us is justice, democracy and equal opportunities rooted in equality before the law.”

Dmitry Pakka, the leader of the League of Justice:“The League of Justice is a bright and active bunch of young people, who are not indifferent to the situation in our country. We have gathered to influence on the Russian youth to be batter, to form the society that is proud of our country and sees and goes to the future with confidence”.

Ecological organizations

 

The Environmental protection is one of the major party concerns. We maintain strong contacts with the Russian Ecological Congress and the Russian Green Cross which are the largest public environmental organizations. The Russian Ecological Congress includes 135 environmental public associations, represented in all Federal regions of Russia. The Russian Green Cross also works actively in 22 Russian regions.

Science and intellectual development

 

The party’s joint work with the All-Russian Society of Inventors and Innovators, the National Committee of the Intellectual Resources of Russia, the Union of Young Scientists, the Russian Engineering Academy is directed to reach the intellectual leadership of Russia in the modern world.
